Preparation
1.Turn the oven on to 350F.
2.Peel and quarter the potatoes. Put on to boil.
3.Chop the onion and peel the garlic. Zest the lemon and juice one half.Grate the cheese.
4.In a frying pan on medium add oil and when warm the onions. Fry until soft. Add the garlic and fry another 2 minutes. set aside.
5.Turn up the heat to medium high, Pour in the milk and add the fish. Poach until the fish flakes easily. Set the fish aside and pour the poaching milk into a container for later use.
6.Turn down the heat to low, and add 1/2 the butter, when melted add the flour, stirring to make a paste. Let cook a minute then pour in 1/2 the reserved milk - slowly - stirring to make a thick paste, then thin before adding all the milk.
7.When the potatoes are cooked, drain then mash, adding the remaining 1/2 of the butter and the remaining milk, then the cheese. Beat until fluffy.
8.In a oven proof dish, layer the onions, then the flaked fish, then peas. Pour the sauce over and top with the mashed potatoes.
9.Bake in the oven for 25 minutes.
